Well if you are looking for a low budget house, then there are several ways to maximize the rent that you are paying. Some apartments are located in a good neighborhood and in a well set up place. However, they may not have been maintained very well. If you are okay with a bit of poor maintenance in a good locality, then you can get away with really cheap rents. See if the landlord will include the electricity bills and other bills, and take an all-inclusive rent from you.

Many times, apartments get run down because the landlord is unable to maintain the apartment for one reason or the other.  

If the carpet is dirty, you can bargain for a special discount. You can get it cleaned professionally once, and then cover it up using a rug. However, you can save monthly for this one single fault.

Try to think of cheaper alternatives that can make up for the poor condition of the house. However, any major repairs that exist need to be fixed right away as they can get dangerous. Otherwise, small things like run down walls and carpets or overused bathrooms can be fixed yourself.

However, since you are on a budget, for the same price you may find a very poor quality house in a bad locality. Renting a poor house in poor condition in a better neighborhood is far better.

For the landlord, this would be a workable situation because even they know that getting tenants for their house without upgrading it is going to be a very big challenge.

So, it would be a win-win situation for both of you.
